As the first open enrollment season in the New York State Health Benefit Exchange (NYHBE) looms closer (starting on October 1, 2013), there has been extensive press and community education regarding the ACA's viability and implementation on a national and state level. The attached materials outline some of the implications of the upcoming local implementation of ACA. The attached materials were created by Lisa Sbrana, Counsel for the New York Health Benefit Exchange, Rebecca Jackson, Project Coordinator - External Affairs, Outreach & Marketing for the New York Health Benefit Exchange, Elisabeth Hay, Director of our Low Income Tax Clinic at The Legal Aid Society, Rebecca Novick, Health Law Unit Supervisor, and Arielle McTootle, Paralegal Case Handler in the Health Law Unit at The Legal Aid Society. The materials introduce the New York State of Health, provide information about stakeholders and the premium subsidy and Cost Sharing Reduction programs, provide an ACA implementation timeline, and summarize some of the tax consequences of the individual mandate.
