This document was authored by the New York Coalition to Protect Dual Eligibles as input for the NY State Department of Health's Quality Work Group which was formed in the fall of 2012 to collect stakeholder input on the design of the Fully Integrated Dual Advantage (FIDA) program. The paper focuses on the need to create new quality measures to ensure appropriate measurement of plan performance and to provide incentives to shift care from institutions to the community.
